After extensive discussions between the parties, it was agreed that MirCorp would be 60% controlled by RSC Energia and 40% by the financial investors. This was to satisfy Russian domestic concerns regarding loss of so iconic an image as the orbiting space station.

On an operational level, RSC Energia was responsible for the technical and safety of the space station, and the MirCorp team, working with Energia, would operate business development.

The board was lead by Yuri P. Semenov, the General Director and General Designer of RSC Energia and divided equally between the investor team and the operations team.
